   Various measures have been taken since the mid-1950s to protect the Spanish cinema industry against competition, notably the "screen quota", which regulated the proportion of Spanish to foreign films. Despite these measures, and generous subsidies since 1984, the number of films made in Spain continued to decline. In 1993, the then Minister of Culture, Carmen Alborch, provoked a national shutdown of cinemas by raising to one in two the quota of European Union to non-EU films, and increasing the fees paid by distributors for dubbing licences. The success of the Spanish film industry during 1994 to 1996, however, permitted a relaxation of restrictions, announced by the government in July 1996.
